Now the car i have is italian, and i'm from holland.. to make it more european 8) , when can i expect their fanmail? if at all.

in france i did 110 where 90 was allowed (04:00 in the morning, nobody else on the road :S)
and in germany again 110 but now the limit was 100....

If you are Dutch and you are able to speak it, i would ask this question in the "Juridische Sectie", you will receive more response then.

But to answer your question, it seems that, at least in the Netherlands, fines from France are not being send at all.
The fines from Germany are dependent on the region and the speed you are caught with. Although the chance that you will receive the fine is still very small.

Due to the registration of your car, your questions are:

1) Does France have an agreement with Italy?
2) Does Germany have an agreement with Italy?

On both questions, i do not have the answers. What I do know is that:

1) France does not have an agreement with the Netherlands. A Dutch(wo)man will not receive a fine for being flashed in France.

2) Germany tries to fine speeding Dutch(wo)man.
It starts with the fine and a letter. Some regions in Germany send a letter in Dutch. As an european citizen you have the right to receive this fine in a language you know. In your case you need to receive in Italy at the adress where the car is registered an Italian letter. If the letter is only in German, you replay (after a month in Italian) that you do not understand them, and want to receive it in Italian. If you receive the letter in Italian, you try to stratch the time as much as possible. They will ask you to tell them who was driving and so on. But normally if they are not capable of tracing the driver with three months, you will not hear anything anymore. Do stay in contact with them, but take it slow. And probably that will be the end of it. On the otherhand, the german fine will be just a few euros, is it worth the hazzle?

Good luck!
